This has to be the best time to visit Istanbul because the city is slowed up to warm up and the weather does not get rough during the time. This season has many perks the tourist will find the winter special.
The events hosted by the city are the Istanbul Tulip Festival, the Istanbul Film Festival, and the Istanbul Music Festival.

This might not be the right time to go to Istanbul because the day time temperature will be very high and the markets will be very much crowded and you will not get enough time to enjoy in Istanbul. You do not have to worry about the rain but the fares will be very high and the weather will also be a little harsh.
The important events are the Istanbul Music Festival and the Istanbul Jazz Festival. These are the events which you will be experiencing if you will visit the city during June to August.
Do not worry about that when to visit Istanbul because the place is so beautiful and colorful that whenever you visit it will be a great time for you. The weather, architecture, buildings, and what not is enough to attract visitors.
